The federal budget must never exceed the previous years taxes collected. This includes any additional funds for disasters and war appropriations. This would ensure that we can begin reducing the national debt.
For example, in 2008, the planning for the 2009 federal budget will be based on the sum total of the taxes collected in 2007. No projections, no borrowing, no more debt.
Then a really good president who would be strong enough to run an extremely efficient Government could actually come out under budget and begin working away at our debt to China and Saudi Arabia.
